Has the TV part been shutdown? What link? I usually just open Winamp and choose ShoutcastTV under the online services options on the left. SCTV was dropped because it wasn't deemed worth keeping things up for wimamp and was decided on before any of what has now happened as it's not been a default install option for a few years. If you still want to stream TV, I think Videolan can stream anything it can read. You might actually have to build it. If I remember there is a shout option needs to be compiled in so the channel will access Icecast.
You might want to stream webm instead of NSV. It also will create html5 compatible streams so you can embed them in a web page and play without a player on current browsers including mobile browsers.
